Exact Definition of numbers-match bitmask-match and fragmentation-type

Is such a patch something upstream would take? Don't know when I'll have a chance to work on such a thing, likely some 
time from now, but any tips on where to poke at to get started? I've never done any serious reading or modification of BIRD.
