Notification on network update (BABEL)

Hello!

There is an SNMP AgentX implementation in progress, probably for BIRD v3 
only and primarily for BGP status notifications for now. It should get 
extended to cover all protocols in future.

Currently, most of the BIRD team development time is spent on IXP needs 
as they are our main customers, therefore implementing SNMP for anything 
else than BGP has quite a low priority.

This may change if there are customers needing Babel improvements; and 
on a personal note, I've been thinking about using Babel in distributed 
networks quite a lot, even in specialized situations like passenger AP's 
in public transportation. I love these setups and it would be a pleasure 
for me to get my hands on.

You can also probably get the information from logs by parsing them.
