Incomprehensible error concerning identical babel config for bird and bird6 (bird-v1.6.4 on ubuntu18.04.1)

The 'autoreconf' step is missing from the README. It's not quite obvious
that that is what is needed to get a build, so maybe updating the build
instructions would be an idea? :)
