BFD parameters not taken into account

Hi

You are using it for IBGP, which is by default multi-hop, not single-hop
like EBGP, so you have to configure BFD parameters in 'multihop'
block instead of in 'interface' block.

Or you could add 'direct' option to BGP to configure it as single-hop.
