BIRD 3.1.5 and 2.17.3 released

Dear BIRD users,

we are releasing BIRD versions 3.1.5 and 2.17.3.

In 2.17.3, we have fixed a bug in RAdv prefix deprecation and a crash in BMP.

In 3.1.5, we have fixed the same bug in RAdv, several crashes in MRT, some
filter misbehavior, a reconfiguration crash in Babel, OSPF and RIP, included a
thread group configuration and a fix for a very stupid bug causing the BSD
kernel export to reject everything.

Big thanks to all of you who helped us find and fix these issues!

Debian and Ubuntu packages are available in our repository at
<https://pkg.labs.nic.cz/doc?project=bird>. We are working on upstream RPM
repositories as well.
