[PATCH] BMP: Support for multiple protocol instances and bugfixes

Hello,
We've put some work in BMP to support multiple collectors and fix bugs found
during testing.
Please, review attached patch.
As of now, known issue:
* When BMP connects after BGP sessions established, the collector won't
receive updates until peer down on BGP.
