No, BIRD does not differentiate events based on associated protocol but
based on event type (timer, socket, ..) and timer events have more
priority than socket events.
We definitely should fix this, but i don't see any simple immediate
hotfix (short of increasing dead time) for this problem. Perhaps optional
disabling of periodic kernel scanning.
