ubuntu packages upstart config - $BIRD_ARGS missing

Hello Ondřej,

it looks like you forgot to add $BIRD_ARGS during the creation of the
upstart config files.
That causes some trouble if you try to enable e.g. graceful restarts (-R flag).
We would appreciate it if you could apply the attached patch to fix that.
