Yes. It seems that there might be two problems. One in such strange
route appearance and second in LSA db synchronization. Could you enable
'debug routes' for all protocols and send me log with timestamps?

What would happen if you change filter from:

if net ~ 192.0.2.0/24 then accept;

to 

if net ~ 192.0.2.0/26 then accept;

?
