Perhaps because in krt_export_rte() function krt_make_tmp_attrs() is not
called if the filter is 'export all'? Which is strange, but does
not cause any problems (kernel protocol reads such attrs directly,
does not need krt_make_tmp_attrs(), which is mainly for filters).
