How often does it happen?
Do you know vendor/software of this peer?

If this happens frequently you can probable do tcpdump -lnps0 -w 
file.pcap host stangepeer and see (yourself in wireshark) / share with 
us this file to determine what exactly is wrong.

Cisco sometimes does this after forced disconnect.
E.g.
* session down
* bird -> cisco -> no supported AFI/SAFI
* delay
* cisco -> bird -> OK
