Yes, changes in config file syntax, changes in default values or
some unexpected behavioral changes should not happen in minor
version releases.

But the main reason for 1.2 -> 1.3 transition was not the file syntax
change. The reason was deep changes in iBGP (and multihop eBGP) visible
behavior, config file changes were just consequences (or some other
changes waited for a next major release).
